docs(plans): refine backlog — bug sweep and selectable-folders split ... d1171087e6

Drop the CI-gate false-fail bug (superseded by ADR #45's container
pin); consolidate the four parallel-test flake items into one item with
an append-only recurrence log; sharpen the BucketPage clearAll() fix
direction (effect keyed on navKey); split selectable-folders into
recursive SQL-source adds (picker-scoped) + folder copy/move row
actions. sql-query.md scope boundary decoupled from the old item name.

v2.2.1: BucketPage render-phase clearAll warning; parallel
test-battery flakes under host load. v2.3: recursive SQL-source
adds — folders in the SQL source picker (ADR #49/#50 path).
Folder move and folders in list-view multi-selection rejected
with rationale (a folder is a prefix; bulk data movement belongs
to ELT/ETL tooling).

docs(specs): specs never reference docs/plans/ — ruling codified, full sweep; docs wrap <= 80 ... 5275921598

AGENTS.md codifies the ruling: specs are long-term documents,
plans are temporary — a spec outlives whatever it points at, so
every plans link is future rot. All 16 spec files swept: pointers
removed, rationale inlined, status narration stripped.
notifications.md now states the settled stacking (bottom-left,
viewport-fixed, cap 3 — recovered from the v2.2 tag); ui-shell
drops the stale pre-v2 i18n boundary; object-operations records
the folder-move never-boundary from this session's rejection;
specs/README states the rule to prevent regeneration. Prose wrap
pinned at <= 80 columns (CommonMark collapses newlines; raw diffs
stay readable).

docs(architecture): ADR #53 — serialize the recursive unit battery ... 24a44e18dd

Resolves the v2.2.1 flaky-test item's open choice: serialization
baked into the root test script, ci.yml's unit-test step repointed to
pnpm test (it ran pnpm -r test directly and would have bypassed the
root script), options 2/3 recorded as the escalation path. Corrects
the plan's CI-sizing premise (#45 pins the image, not CPU capacity).
Living docs synced: gate bullet + test-strategy table.
